CHECKLIST FOR RESPONDENTS TO REVIEW BEFORE SUBMITTING A RESPONSE ELECTRONICALLY

OPEN TENDERS

File Name Conventions:

  • Only alphabetic characters a – z, A – Z, numerals 0 – 9 and full stops are acceptable for use in file names.
  • Files names must not include special characters, including but not limited to \ / : * ? " < > |.;
  • File names should not exceed 80 characters in length.
  • Files should be uploaded from a high level directory (we recommend the desktop) to ensure that the total of the file name and file path does not exceed 100 characters.

Uploading

  • Up to 15 files can be uploaded per electronic submission.  It is recommended that the entire set of response files is zipped into one file to speed up the upload process. We recommend that submissions be no more than 100MB per submission, as the upload time is dependent on the speed of your internet connection and the size of your file. 
  • If your submission is substantially larger than 100 MB, you may need to upload your response in batches.
  • If your submission is more than 300 MB, please contact the Tenders ACT Team.
  • Table 1 below provides guidance on upload times.  Keep in mind that these estimates assume ideal network conditions and that the actual upload time will likely be somewhat longer, and that internet upload speeds are typically much slower than download speeds.

The K in the table above stands for Kilobits per second (Kbps).
The M in the table above stands for Megabits per second (Mbps).


Lodging an electronic response

  • Please start the upload at least two hours prior to closing time.  Allow time to upload or re-upload, or to correct files names to meet the conventions listed above.
  • You must be logged in to Tenders ACT. Go to the Open Tenders page and select the RFx that you wish to submit a response for.
  • Click on the 'Submit Electronic Response' link and follow the prompts.
  • Responses will be automatically encrypted using a digital certificate (VeriSign - up to 128-bit depending on browser version) and transmitted via a Secure Sockets Layer (SSL) transmission session to the secure server where it is encrypted and stored until the electronic tender box is opened.
  • When a lodgement has been successfully completed, an official receipt is provided on screen. The on-screen receipt will record the time and date the submission was received by Tenders ACT and will be conclusive evidence of successful lodgement of a submission. A separate email confirming receipt of the submission will also be automatically dispatched to the email address registered with Tenders ACT. Please check the receipt to ensure all uploaded files have been lodged on Tenders ACT.

Lodgment errors

  • If an error occurs whilst a submission is in progress please contact the Tenders ACT Team immediately. The Territory will implement specific policies and procedures to address exceptional circumstances and events.
